韓國留學(xué):關(guān)注韓國碳排放指標(biāo)
The South Korean government said Tuesday that the country would reduce carbon emissions over the next decade by the strictest of three plans under consideration, amounting to a 30% cut from the expected 2020 level.
韓國政府說,為了削減碳排放,將在未來10年執(zhí)行正在考慮的三個計劃中最嚴(yán)格的一個,使2020年的碳排放量比未采取任何減排措施的正常水平降低30%.
The government in August committed to setting an emissions-reduction target even though South Korea isn't required to do so under the United Nations' Kyoto Protocol, through which countries are trying to address climate change.

Seoul officials said at the time that they hoped to set an example for other countries classified as developing under the protocol, such as China and India, to set 2020 targets of their own. Under the protocol, most developing countries don't have to begin setting targets until 2030.

But by many financial and economic measurements, South Korea is considered a developed country and it has been a member of the Organization for Economic Cooperation and Development since the mid-1990s.

In a statement, Mr. Lee said the target would create 'short-term burdens' for South Korea but yield 'broader national gains.'

He said the target will help South Korean manufacturers avoid the carbon-related tariffs that some developed countries are creating through tariffs and would push the country to develop new businesses in pollution-fighting technology.

In August, the government laid out target scenarios for cuts of 21%, 27% and 30% from business-as-usual levels by 2020. The 30% level is equivalent to 4% less than the 594 million tons of carbon that South Korean emitters produced in 2005.
今年8月,韓國政府制定了將碳排放量較2020年未采取任何減排措施的正常水平分別削減21%、27%和30%的三個目標(biāo)。30%的水平相當(dāng)于比韓國2005年5.94億噸的碳排放量少了4%.
Mr. Lee's office announced the target after a cabinet meeting Tuesday morning.

The targeted amount is still less than other developed nations are required to cut by the Kyoto accord. But it creates a challenge for South Korean industries, where carbon emissions doubled in the period from 1990 to 2005, the fastest rate in the OECD.

The steepest cuts will occur in construction and transportation, the government said. In construction, which accounts for 25% of carbon emissions, South Korea is targeting a 31% reduction by what they would have been in 2020. In the transportation sector, which accounts for 17% of emissions, it plans to trim emissions by 33% to 37%.
韓國政府說,減排量最大的將是建筑和交通運輸部門。在占碳排放總量25%的建筑業(yè)中,韓國的目標(biāo)是比2020年的預(yù)計水平減少31%.在占碳排放總量17%的交通運輸業(yè)中,韓國計劃使之削減33%至37%的排放量。
